Dear sadists,

thanks to Khimitsu and Ren, the following changes have been made.

- Fixed yet another Personal Advisor bug ("You can still offer contracts today even if you actually can't!")

- Fixed a creature ability bug on the Forecast page.

- Increased catches of NPC Contracts (CS).
